Cost of school fees in Uganda
The government of Uganda, in 1997 embarked on the Universal Primary Education (UPE) programme where children of school between 6-12 are able to attend elementary school without paying school fees.

However, 10% of these children have never been to school. The reasons for the children’s failure to attend school are mainly due to the fact that the families still have to incur the costs of scholastic materials and they can’t afford this.
